Will E15 gasoline replace E10?

There is a proposal to allow the sale of E15 year-round. Here's hoping if this happens, it will not replace E10. Many automakers have approved its use it their vehicles. Many have not, including BMW. See attached. Does anyone have any additional information about this?

Weird listing. Mini is okay but BMW is not. They mostly use the same engines.
