Well, you can improve the blockage by looping the fasteners over the headrests. It looks rather corny, though (perhaps less so with a different color interior):

It's really meant for protecting the dogs and interior, not so much for anything else.

Agreed that the X1 hard cargo cover is sub-optimal.
It's a pita to remove and re-install a couple of times a week.
I'm thinking of dumping it altogether.
I'd definitely go for a retractable after-market cover if one comes up..
I'll start keeping an eye out for one on eBay.
Some entrepreneurial type will undoubtedly take advantage of this revenue/profit opportunity, n'est pas?

Aftermarket BMW X1 Cargo Cover

Seems weird to bring back to life a thread from 2013, but this was one of the things that came up first when I recently bought a used X1 and assumed (wrongly) there would be oem cargo cover available...

There is however an aftermarket one now available - search aliexpress BMW X1 cargo cover - make sure you get the e84 one. It works fine, but does require making some small holes to add the holders and clips for the cargo cover to go in... Quality is ok - seems robust. Fit wasn't perfect for me - I needed to take a little of the end bar to make it fit easily, but not a big deal. I had to improvise to get it to play nicely with my dog guard - the front part of the cover would normally clip around the head rests. I used some HT lead clips to clip to the dog guard itself.

In short, works grand, not particularly expensive, means dog can go in boot (trunk) without putting parcel shelf in and out.

Hope this is helpful to anyone else with same first world predicament!
