X1 Emergency Services
BMW has introduced the X1 in its Security & Authority vehicle range. Several demos are already roaming the streets of England under Ambulance, Paramedic and Police liveries. Feel free to post your pictures of Emergency Services X1.

Tompak >>> all engines, gas and diesel, are available. The Security Package on the X1 has little to do with performance. It's more about durability, heavy-duty components and emergency-gear pre-equipment.

I was addressing the question related to the X1, which BMW designed more as a "people mover" or an RRV (Rapid Response Vehicle) depending on the chosen powerplant, rather than a pursuit vehicle.
These 3 Series are a different ball game altogether. They are Interceptors, and as such do benefit from the full Police Package, including different gear ratios and "performance enhancers".. But enough about the 3Series, otherwise we'll be

I wonder if you have to be a fleet customer to order the beefed up package? Because I'd assume with a diesel and beefed up components the drivetrain would last until the car rusted out even with my fairly heave 22k miles per year so it probably be a good investment.

Not to my knowledge.
I had inquired with BMW Security a couple years ago for a 3 Series "police package", and there was no problem for me to lease only one as a company car. However the cost was daunting, as their price tag is a lot higher (up to twice as much for an Authority, armored 5 Series for instance) than the "civvy" models. Purchasing several as a fleet manager (city, emergency service etc..) allows surely for a better negotiating position and brings the cost down, but not to the price of a regular model of the same range.

One of the Swiss Constabularies (Frieburg, by the French border) has just received a bunch of X1...
We should see more and more, as this type of crossover seems really appreciated by the Emergency Services :
