If you refuse to drive, then you'll basically be staying at your hotel and the immediate vicinity as public transportation is pretty much nonexistent. In Houston the traffic isn't that bad inside 610 which is where everything you'd want to see is. There's little to no reason to go outside the loop to suburban hell.
