Are you saying 16 Litres per 100Km's around town, that's crazy.
Have you spoken to you Dealer.
Freeway should be 5 to 7L/100Km's. On one of my trips I recorded 4.7, 4.8 and 4.9L/100Km's for Highway/Freeway High Speed Driving.
