Not sure about the brands in USA since I'm located in EU.
H&R is definitely safe to go with, but I'm sure there are many others too. Just buy from a vendor who know's what he is selling and has experience with spacers.
I would not recommend 8mm or wider spacers without hub lip, those will probably cause vibration unless you have hub extension.
