I don't understand why you would still have to use a relay and separate power line if the ballast is only using 4.5A, that is about what the halogens needs.
This is what the say on their site:
Unlike others, Xtreme HID ballasts have an operating range of 9-32V, and only have an extremely low 4.5A starting draw on a cold start
