If you're going to go with low-mounted lights, look into using the wires for the fog lights or replacing them outright. That's probably the easiest electric solution instead of running and mounting a whole new setup.
Wouldn't recommend top lights unless you're willing to drill. Also just my opinion but I think it looks goofy, even on trucks and vehicles that have dedicated mounting points.
