Touch up paint won't hurt PPF so feel free to try. However I don't think it will look good. You won't be filling in the paint chip but rather dabbing paint on top of the PPF which will create a small mound and drawing attention to it. Ideally you would've applied touch up before PPF. Might just be something you have to live with
