Is it from something dragging avross or just bad swirls from contact washing/drying of the ? Or one of those mystery things that sometimes happens?
Hard to tell from the pix but it looks like a normal paint correction would take care of it. If more bark than bite, maybe even an aggressive clay bar would do.
