I've had frozen cars for a few years and haven't seen this.

If it's only down there on the bumper, it's almost as if the car went over some oil spotches. I would wash the bumper with matte-safe soap like Meguiar's Gold and see if the water beads evenly afterward.

If not, BMW does sell a chemical decontaminant for frozen paint (which I can't find anymore) that would probably be worth trying. It's good to have on hand because it's the only way to remove deposits; you can't use clay on frozen paint.
