A trick though for your situation, try going over the coated area with some polish, that should remove the coating. Don't have to do it for the whole wheel just the areas where you want to stick the weights.

I use my car on track so I go through a set of tires every 6 months or so. It would be pretty impractical to polish certain sections as needed to install wheel weights each time. The tire installers sprayed the whole barrel with solvent/adhesive remover but it has little effect on the ceramic coating.
The solution right now is using aluminum foil tape that they use for heat ducting from the hardware store. It holds the weights in place under high heat. The extra adhesive surface area also helps keep the weights in place. It looks rather ugly but once the barrels are covered in brake dust after a few laps, you can't see it.
This was a non issue in street driving, so for the majority of people, ceramic coating the inside should be ok.
