Kind of what you call false choices. It's for people that have been around a while, contribute, and are reasonably assured to not be scammers. Yeah a few good newbies get hosed along the way but so be it, no different than if there wasn't a system as you suggested. Works for most of us here, no need to kill it or open it when leaving it alone is a perfectly good option as well.
