Yes, you can, but the computer will then adjust the ignition to avoid engine knocks, and you'll get less complete burning, and use more fuel.
The only reason I could think of where filling with 89 instead of 91 makes sense is if 91 has a higher AKI because of higher ethanol content, but decent fuel suppliers don't do that.
