whats the problem really???

Hi,

My DRL/Angel eyes are lighting up weird (Pics attached). The outter side rings are dimmer than the other ones (both sides). I tried Exchanging the LED HID left and right side with each other but no luck.
I also noticed that left side led hid bulb have 2 out of 4 led's off (one of each side).

Can any one please help me out. Cant find anything online also no good mechanic in my city where i can get em checked
