Go to bimmerfest and look around the ED forum. Multiple people and sponsor dealers that specialize in ED have said it does not come out of their allocation. It's been a standard on that forum for everyone to negotiate 500-1K above ED invoice.

Yup saw that a few days ago. It isn't unheard of to still get a good european delivery deal on a car that comes out of allocation, it just isn't as easy.
