Xenons not bright

So I just bought a 2014 X1 and it has the Xenon lights.

The big problem is that the lights are not bright at all, so you have an idea of how bright they are at the moment, I get more light output from my day running lights........

Just wondering what everyone thinks I'm pretty sure it's the ballast as the previous owner replaced one of the Xenons about a month ago so I can confidently say it's not the bulbs.

Usually ballasts go dead. Check the bulbs by switching them out. Check ask the connections...

I had an issue after my daughter's boyfriend changed our a bad bulk and it turned out it wasn't properly installed in the projector housing...I reinstated it properly and the low output was resolved.
