Error using PM

When trying to send a known-user a PM it responds with the following error. I understand that I need 5 posts in order to send PMs, but I'm not sure if this has something with me being a n00b or the error is correct that this user is actually blocking PMs.

Could it be that the user has reached his PM limit? They are highly sought after on this board.

error:
<name omitted> has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her.

If you are trying to send this message to multiple recipients, remove <name omitted> from the recipient list and send the message again.

Anyone have any insight into this?
