A safe setup would be around 32mm front and 35mm rear... I am lowered 3" and run 14.5mm front 19x8.5 225/35 and 22.5mm rear 19x9.5 265/30 but I had to do fender work to get the fitment I wanted.

I have had H&R sport springs on the E46 and Eibach ProKits on the E39. Unless you are planning to track or auto-x I would personally choose the progressive Eibachs over the H&Rs. Lowered ride was more comfy on the Eibachs while the H&Rs were more predictable/sporty but harsher. I ran Koni FSD shocks with both setups. Both were superior in every way to stock sports package.
If you really feel you need a staggered setup even though you don't have M Sport (it does look more aggressive), I would try and match the settings of the M Sport 19s.
