I don't think they were standard on the 3-series, I'm fairly sure they weren't standard on the 2002.
Nickeling-and-diming customers to death is a longstanding BMW tradition, going back to the E3, E9 and 2002, and before.
Carpeting was standard, but I don't see floor mats (or a radio) listed as standard equipment on the E9.
