Teleskier - I am having the exact same problem with my 2013 X1. I am lucky to get 17 MPG, even with the EcoPro on and following all of the proper driving techniques. To say that I am irritated is an understatement; I have nearly 1,800 miles on it now and I've seen no improvement following the 'breaking-in period' (if that even exists). I would have gotten a different car if I had this information up front. Perhaps we just got lemons, as it doesn't sound like everyone is having this issue.
