Pittsburgh has a good rep as a really livable city. Either the OP has repeatedly drawn the short straw, or he's hanging around the wrong places. His view of the 'blue collar' indigenous personnel sounds a bit less than accepting of the locals.
I know something about bullet holes, and that doesn't look like one in the tailight; perhaps a ricochet or some other event.
