Keep in mind that most of the urban traffic is by drivers who live in suburbs, or use a highway to get from one part of the city to another. In the US, highway speed limits vary from state to state, usually in the 55-75 mph range. I believe 65 is most prevalent.

What I don't think most estimates take into account is rush hour traffic.

I think that instead of three values, there should be a graph with average speed on the X axis, estimated fuel usage on the Y axis, and a shaded area around the resulting average line showing common variation.
For most cars, the resulting graph would look like a fat dolphin diving to the left with its snout at (0 mph,0 mpg), a hump in the 40-60 range, and the tail lower near top speed.
