Wow, you can't drive off with them on? That sounds a little excessive. Tinting the front two windows and windshield is illegal in CA too, but we have a grace period of about 2 months to have them removed before we the ticket is signed off.

On my last car I had 35%, but I wanted to go a little darker for the white/black contrast. Looks great in 20%.
