That's excessively annoying. Frankly I wonder if it's not better that you did NOT see who did it and stop him or her before he/she could flee.
I know I would be very unpleasant with the runner I would catch before he runs...
May I suggest you clearly explain the parking attendants that they must save the relevant CCTV sequence for police inquiries, even if they cannot provide it to you. Threaten to sue them if the footage gets lost or messed up.
I had a similar situation a couple years ago, and I had to threaten a bank manager of a lawsuit, coz he did not want to hold on the footage more than the legal 30 days -expiring less than 72 hours later- , and I knew the cops might not get a court order that fast.
The lawsuit speech did the trick, and we got the tape....
