Mine heats more on the 10 / 2 o clock position, which is where I hold the steering wheel, so this is good.
Also heats more on 5 and 7 o clock - again positions I might grip regularly. The rest heats, but less so.
I believe it DOES actively regulate the temperature and I suspect its tied to a number of sensors as it varies depending on external temps and interior too.
Sometimes, but only very rarely it can be too warm/too cold - but usually just right and one of my favourite features in the car as I suffer badly from cold hands.
