How to get wheels flush with the fenders

I've searched over 5 pages of threads trying to find my answer and couldn't so I am posting a new thread. Apologies if this has been covered before. I am trying to figure out what is required in order to get wheels on a lowered X1 to look flush with the fender. There is a wide lip on the fenders of our cars and I am wondering how people get their wheels to fit without rubbing.

Do you have to dremel the lip? Is it do-able and is there a DIY on the best way to do this? I am planning on buying a set of 19" summer wheels/tires for my car and just want to figure out what needs to be done in order to get the best fitment and look. Thanks in advance.

It's difficult to tell how it's lowered but here is a pic of my car for reference
