The lower the tint percentage, the darker the tint (hence it will look darker).
For example, a 20% tint means that 20% of all light that hits the window, only 20% will go through the tint/window.
So that's why limos usually have 5% tint, only 5 % of the light passes through, for privacy and appearance reasons.
The legal limit (although not set in writing) in North America (may vary from state to state) is 35% for the front windows. This applies to Canada as well.
The back has no legal limit so you can do 35% front and 5% rears if you like.
Usually though, people try to keep it consistent. Comes down personal preference.
