Worse mileage, yes. Less power? Where are you getting that from?

The car will adjust the fuel trims for the enthanol, and will inherently run more timing and possibly more boost enabled by the higher octane. The octane is the critical number regarding power (and overall knock prevention in general), the ethanol content is irrelevant so long as you're not maxing out the stock fuel system.
