I think it's subjective. BMW recommends against rotation because different wear patterns will possibly cause instability after rotation, until the tires are worn to their new positions. On an X1 with all-season tires, this might not be much of an issue.

The other is cost. If you rotate them for no cost, then great. Otherwise, if you are paying someone to rotate them every 5000 miles, then you are probably paying more than what you would be saving in tread life gains.

My other BMWs have mostly had staggered setups, so I don't worry about those. Those that didn't including the X1, I don't rotate.
