I concur with your dealer, my X1, also AWD, is just over 2 months new, carrying 3M total miles, recent trip of 1500 miles delivered 28 mpg, with A/C on and speeds into the mid 80's. I've seen mpg increases on a continuous level, hang in there. Of course, demonstrate good driving skills etc, you should get up there real soon.
