The Bi-Xenons are both your low- and high-beams. The inner pair are cornering lights, which do come only when you have your headlights set to "A" for adaptive, and they've swung one way or the other during a turn. The respective side of the vehicle which you're turning towards will light up the turning light to fill in some of the area in front of you that your headlights are no longer pointing at.

Well, you are partially right. The cornering lights that are part of the adaptive lighting package are actually the FOG lights in the lower bumper. The inner most "lights" (closest to the kidney grills) are NOT used for anything. They are only there to maintain the 4 headlight BMW look. There are no bulbs in them at all. Park your car in front of a reflective window and test it out. I noticed it while at the dealer picking up my car the day I bought it. It was parked facing a window and the salesman showed me how the cornering lights work.
