Glowplug warning light

Recently I've been having an issue where the glowplug warning light appears and the engine takes 20-30 seconds before it will start.

This has happened in above and sub-zero temperatures.

BMW are claiming this is normal and it's acceptable for the engine to take 30 seconds to start.

Surely 30 seconds is no an acceptable length of time???
