I had tried to push in the side tabs, but difficult with screwdriver and not wishing to break anything ... they did not seem to move. Perhaps the dealerships have a special tool?

Further searching revealed this. The clip is not exactly the same but I might be brave enough now to try again.

Now having learnt how to do it, I thought I'll write a summary of how it is done. It applies to low beam halogen H7 bulb in a BMW 318 and 320, European model with Hella or Valeo H7 bracket. This bracket is different to what folks are used to. It has no clip and the bulb is pushed in place to fit. To take it out one is forced to tilt it upawards before it dislodges from the bracket. Here you go,

Turn the light switch (inside the car) to "0" position so that there is no current in light circuit. Turn the forward wheel to the opposite side. Reach under the wheel arch to locate the rectangular flap. Use a coin to rotate and unlock the two lock mechanisms in the flap. Remove the flap. Use a powerful torch light and locate the round plastic window that is hiding the low beam H7 bulb. Turn the round plastic window to the left and remove it. Now you will see the backside of the H7 bulb with the brown rectangular connector attached to the two bulb pins. Do not take out the connector just yet. Hold the connector along with the back side of the bulb (single grip) and tilt the whole assembly upward (push it upward). The lamp will give way and come loose from the bracket and you can pull out the lamp. In some case side to side jiggling may be necessary to dislodge the bulb from its seating. Now you can remove the old bulb from the connector and fit a new H7 bulb in the connector. Hold the connector with the bulb and insert the bulb into the bracket, aligning the top portion first and then pressing forward the whole bulb in position. Look at the bulb from the head lamp side. There should be almost no gap between the bulb body and the reflector.
Never touch the glas part of the bulb with hands and if you do wipe it clean with spirit. Use gloves and take due precaution as mentioned in BMW's user manual. Good luck !
