X1 xDrive35i comes with power seats with memory as standard. For sDrive28i/xDrive28i, in order to get power seats with memory, you have to order the Premium Package, regardless of lines. My xDrive28i is Sport Line with Premium Package, so I have the power seats. Sport Line is $1,900 option, which covers the following features: (1) 18" light alloy wheels Double-spoke style 421, which is beautiful and unique (across all the BMW models, only X1 Sport Line has this wheel), (2) sport seat, (3) black door mirror caps, (4) high-gloss black trim (interior), (5) you can choose either Black or Coral Red color (leather).

Ok, so is it also not possible to order power seats as a standalone option, without ordering the premium package? Edmunds seems to think you can.
