Just checked the wheel well on our 2014 and I too have those same 4 exposed holes. So...must be intentional on BMW's part I would imagine. By looking at the surrounding area both in the well and the engine bay it doesn't appear to be any dirtier than other areas. I don't think that much water or dirt would be entering through those holes while the car is at speed.

Would be interesting to know the REASON those are there though! Perhaps something attaches to the panel on the 35i?
