In my experience the power of the car has no real connection to the likelihood of accident. More related to IQ than BHP. All the incidents that have happened TO me (so far, touch wood) have not occurred above 20mph.
Also, the 23 is fairly sprightly - I can't imagine this chip will shift it's performance dramatically enough to make it a hazard to drive.
I could be wrong of course.
