There you go. So the Stage 1 just needs the extra code reader/reset tool available, in case it sets a code.
But the need to buy a scantool pretty much comes with running some form of tune that you don't want the dealership/maker knowing about. If a code does set for any reason on the vehicle you need to know what it is so you can decide whether or not to put the vehicle back stock.
None of these tunes should throw a code in a normal config, otherwise it means it needs more work.
