It's probably due to the inner curvature of the wheel well... When pushing the wheel out with the spacer it changes where the tire lands at full cut and everywhere in between. You can try removing the bolt completely and see if the liner is rigid enough to stay put which will give you 3-4mm of clearance.
You could also replace hex head bolt with a Torx head screw with same thread pitch which will give you 2-3mm clearance.
I haven't removed the front liners yet but if that hex bolt goes into a bracket it could be slightly off from the factory and you can adjust/tweak it forward.
