Wow, that's certainly disappointing. My wife in her 35i gets 17.2 mpg on her very short city commute, it creeps up to about 18.5 mpg if we use it much on the weekends, and hwy mileage has been in the mid 26's. I will say that our previous car, an N54 135i loosened up significantly until about 8k miles, so give it time, but overall, your numbers do sound low.
As I already said elsewhere, ECO PRO is a joke on the 35i, but I assumed it was better geared for your 28i's, maybe not.
One last thing, EU gas isn't any better than ours, they just use a different octane rating that results in higher numbers.
