The 28i still gets better mileage overall than the 35i.
But I question BMW NA's decision not to sell the more frugal models here. I'm sure there are plenty of people for which the 18i, 20i or one of the diesels would have been a better choice. It wouldn't surprise me if
most X1 buyers never do driving where the difference between a 28i and a 20d would matter, and the sDrive 20d ED gets 45 mpg city, 57 mpg highway, 52 mpg combined.
