If you look at the Detailed Comparison tab on the .gov site, you see that the max speed in the highway test is 60 mph. You also see that the max acceleration in the City and Highway test is 3.2 - 3.3 mph/sec (or 0-60 in 18 seconds!! )

OF COURSE you'll get great mileage if you never go over 60 mph or accelerate faster than an 18 second 0-60!

I wouldn't be surprised if Eco Pro mode is designed to provide max acceleration of around that same value. I also think the throttle response on the X1 is very non-linear to game the system a bit. It's very gentle up to about 50-60% and gets much more aggressive at that point. You can see this, as others have said, by watching the throttle position indicator... er, I mean the Instantaneous Fuel Economy needle.
