It's most accurate to compare ride (spring) height by measuring the gap between the bottom of the fender to the wheel center (or an ref pt on the wheel) to eliminate any differences in tire height / inflation pressure.

Comparing such numbers should be taken loosely since the precision of measuring that dimension by different people is very low. For example do you measure straight down from the fender and perpendicular to the wheel or do you put your measuring tape at an angle to touch both surfaces?
