Rear fog lights are perfectly legal in Canada as far as I know, but uncommon enough that they can cause confusion when used. Drivers following a car with its rear fogs on tend to think that you are driving with your brake lights on. We really only see them on European-spec cars, and even then, you rarely see them in use.
