Remember the gearing is different on the 23d, you need to sit at 60mph to get the same consumption as the 20d sat at 75mph.

I have a 118d and that also has shorter gears and although mine will happily do 70mpg at 50mph sitting at 80mph which is motorway cursing it is down to 40mpg.
Just got rid of a new F11 520d auto touring and that would see 49mpg sat at 80mph.

I guess you need to buy the right car for the job.
