If you turn the heat all the way up, does it still blow cold air? The heater in my 2014 X1 blows cold air at all settings unless I turn it all the way up. Then it heats up. Once hot air is coming out, the temperature control seems to work well, modulating the internal temperature of the car according to the setting. I just mention this because there may be nothing wrong with your car, it is just a quirky system.
