That's precisely when you need stiffer suspension. If you glide on flat, well maintained roads, you can get away with softer suspension for comfort. But bumpy twisty roads call for harder springs.
Detroit is flat, Bavaria isn't, which is precisely why BMWs tend to have much stiffer suspension than Americans are used to.
